This issue is now resolved.
Resolvers have now been rectified so no offline resolvers will be offered to instances; however, instances will only update their resolver list upon DHCP lease renewal, which may take several hours to occur automatically. The resolver list refresh can be triggered immediately by manually renewing DHCP leases on affected instances.

Arbutus Cloud: Intermittent DNS Resolver Issues


Cloud projects on Arbutus may experience intermittent unavailability of one of the DNS resolvers available to each tenant network, resulting in slow DNS and reverse-DNS resolution. Administrators are aware of the issue and working towards resolution.
