GPU Nodes Issue

Summary

There is a problem with Nibi's GPU nodes that will cause GPU jobs to fail with something like "Unexpected error from cudaGetDeviceCount()".
We are working on an update and fix, until then, no GPU jobs are currently running and no new GPU jobs will start.
